{"id":1441,"date":"2011-12-13T21:30:34","date_gmt":"2011-12-14T02:30:34","guid":{"rendered":"http:\/\/blogs.butler.edu\/convergegroup\/?p=1441"},"modified":"2012-05-09T11:49:55","modified_gmt":"2012-05-09T16:49:55","slug":"debate-with-new-smoking-ban","status":"publish","type":"post","link":"http:\/\/blogs.butler.edu\/convergegroup\/2011\/12\/13\/debate-with-new-smoking-ban\/","title":{"rendered":"Debate With New Smoking Ban"},"content":{"rendered":"<p>President Ryan Vaughn of the <a href=\"http:\/\/www.indy.gov\/eGov\/Council\/Pages\/home.aspx\" target=\"_blank\">city-county council<\/a> is proposing a new smoking ban.\u00a0 He describes this <a href=\"http:\/\/www.indy.gov\/eGov\/Council\/Proposals\/Documents\/2011\/PROP11-352.pdf\" target=\"_blank\">new ban<\/a> as an updated version of the current ban with some exemptions. \u00a0The exemptions to this would be private clubs, internal organizations, retail tobacco shops, which are those bars that sell hookah, tobacco, and cigars.<\/p>\n<div class=\"mceTemp\">\n<dl id=\"attachment_1456\" class=\"wp-caption alignleft\" style=\"width: 310px;\">\n<dt class=\"wp-caption-dt\"><a href=\"http:\/\/blogs.butler.edu\/convergegroup\/files\/2011\/12\/smoke-in-face.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-1456\" src=\"http:\/\/blogs.butler.edu\/convergegroup\/files\/2011\/12\/smoke-in-face-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" srcset=\"http:\/\/blogs.butler.edu\/convergegroup\/files\/2011\/12\/smoke-in-face-300x225.jpg 300w, http:\/\/blogs.butler.edu\/convergegroup\/files\/2011\/12\/smoke-in-face.jpg 413w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/dt>\n<dd class=\"wp-caption-dd\"><\/dd>\n<\/dl>\n<\/div>\n<p>&nbsp;<\/p>\n<p>Currently 350 businesses in the Indianapolis area permit smoking.\u00a0 If the ban is approved, that number could be reduced down to 60.\u00a0 While he may have support from some of the Republican, members of the Democratic council might disagree.<\/p>\n<p>Democratic city-county council member, Angela Mansfield, strongly disagrees with Vaughn and brought forth a <a href=\"http:\/\/www.indy.gov\/eGov\/Council\/Proposals\/Documents\/2011\/PROP11-315.pdf\" target=\"_blank\">proposal<\/a>\u00a0for his removal as president last month. \u00a0She spoke briefly about her dissatisfaction with Vaughn\u2019s proposal by calling it \u00a0\u201c watered down.\u201d<\/p>\n<p>Mansfield began working on a new smoking ban back in 2003.\u00a0 Mayor Greg Ballard plays a pivotal role in whether to expand the smoking ban.\u00a0 Over the years, he has switched his opinion. \u201cThe mayor in particular who wasn\u2019t even supportive at all, well let me back up, he flip-flopped. First he said in 2007 when he was running for office that he was supportive but once he got into office he completely changed his mind and he actually killed it, the last time that we attempted to do it\u201d, said Mansfield.<\/p>\n<p>Her plans to take her proposal to the city-county council have been compromised ever since the election.\u00a0 With a new council coming in in January, and with the Mayor in favor of Vaughn\u2019s proposal, she has since then reevaluated her decision.<\/p>\n<p>She was planning to introduce a more comprehensive ban that would only permit smoking in retail tobacco shops that sell 85% of tobacco products.\u00a0 Vaughn made it clear that he is not a more comprehensive ban saying,\u00a0 \u201cI don\u2019t support, the Mayor doesn\u2019t support a 100% comprehensive ban.
